Public Safety

Supervisor-elect Chen supports fully staffing all emergency departments and expanding the Community Ambassador program to District 11. She calls for more foot patrols by bilingual officers, faster emergency response times, and regular town halls to address community concerns. On her candidate website, she also called for increased de-escalation training for law enforcement, and better lighting at bus stops. We are eager to see how Supervisor Chen votes on the Board of Supervisors and what her policy priorities will be for District 11 and the rest of the city.

Housing

Chen has publicly stated that she wants to build 46,600 affordable units in San Francisco by 2031, with a focus on increasing affordable housing density along transit corridors. It's not yet clear how Chen will vote on market-rate housing. On her campaign website, she states that she will prioritize housing for seniors and larger families in new developments. Chen states that she wants to cut some red tape by streamlining the approval process, but keep other red tape by maintaining obstructionist meetings in decisions to build more homes. We hope that Chen will be an advocate for all types of housing.

Small Business and Economic Development

Chen's economic plan focuses on simplifying city permitting processes and expanding financial assistance for small businesses. She supports the expansion of the Vacant to Vibrant program to District 11 commercial corridors and wants increased funding, grants, and loan programs for small business owners. Her policy includes developing plans for Mission Street, Ocean Avenue, Alemany, and Geneva corridors in partnership with merchants. Chen emphasizes providing technical support to businesses owned by immigrants, minorities, and women, including assistance with capital, marketing, and language services.

Transportation and Infrastructure

Chen's view of transportation calls for making parking available and enforcing the speed limit, while dramatically improving crosswalk visibility, and enhancing traffic calming measures around schools and community centers. She supports upgrading storm drainage along flood-prone areas of Cayuga and retrofitting public buildings for energy efficiency. She has also proposed new infrastructure such as improving lighting and sidewalk safety in commercial corridors, advocating for a new library in OMI, and investing in recreation centers and parks.

Education and Youth Services

Chen supports community schools, which provide services like afterschool care and family support. She also advocates for expanding childcare subsidies for families making less than $225,000 annually and wants to invest in free before and after-school programs. San Francisco currently has many free before and after school programs. Her other education priorities include identifying sites for affordable educator housing in District 11 and keeping the Free City College program.

Mental Health Policy

Chen supports establishing mobile health clinics in underserved District 11 neighborhoods and expanding healthcare access through additional clinics and health centers. She advocates for increasing the number of mental health beds for those in crisis and ensuring treatment on demand for individuals struggling with addiction. However, San Francisco is already required to do this under the 2008 Treatment on Demand Act (Prop T). Chen has not stated publicly how she will further fix the drug crisis on our streets. Her healthcare policy also includes expanding mental health resources for youth and families, and developing more affordable elder care options to help residents age in place.
