Your Policy Goals

We’d like to get some details about your high-level goals and how you intend to use your elected office to achieve them.

What policies do you hope to change or preserve by running for Supervisor, District 10? Please be specific, and list them in order of priority.

These are areas that Supervisor Walton has failed in that I would focus on:

1. Public Safety & rooting out non-profit theft

Shamaan Walton and London Breed defunded the SFPD $120 million and redirected it to reparations for the black community.

Sheryl Davis, former head of the Human Rights Commission & James Spignola thieved over $8.5 million in Dream Keeper grants

I would have advocate for fully transparent finances for non-profits based in District 10 who receive city funds

I wholeheartedly support the implementation of more flock cameras in District 10.

I received my certificate of completion for the 40th class of the SFPD Community Policing Academy in November, 2024.

I would advocate that the SFPD Bayview Captain’s monthly community meeting by live-streamed.

2. Homelessness & RVs

Shamaan Walton has blocked empty cabins from being a part of Jerrold Commons. I’d advocate to put those to use.

RV’s are contributing to trash on public streets and blocking roadways.

Walton & JR Eppler raised a stink about RVs being towed to Pier 68 for storage.

I would welcome RVs being towed from streets & laws enforced around 2 hour parking.

3. Advocate for a grocery store in the former Lucky’s in Bayview Plaza

I would put pressure on the landlord to find a tenant to occupy that space with priority to fresh foods.

I would want to research the possibility of a private / public partnership akin to the one announced at the Sunnydale Hub with Mercy Housing, 18 Reasons, Bi-Rite Groceries and Crankstart.

Why those policies?

These all seem actionable and hopefully quick wins

Explain why your #1 goal is your #1 goal.

As a property owner & taxpayer I am outraged that London Breed & Shamaan Walton redirected $120 million from law enforcement (after George Floyd) to the black community only to have a portion of those funds stolen by pals of London Breed.

Let’s root out corrupt non-profits in D10 receiving city funds.

How will you build the coalition and political capital to enact your #1 goal? What obstacles will you face, and how will you overcome them? Will the power of the office of Supervisor, District 10 be enough to achieve this goal?

I have a background working at start-ups from the Vans Warped Tour to LinkedIn as their 2nd UI designer.

My philosophy is move fast, break things, get feedback, use metrics and not be beholden to a minority of vocal insiders.

I’m not funded by unions, major corporations or non-profits.

Will the power of the office of Supervisor, District 10 be enough to achieve the other goals?

I’m not sure, but I would not be concerned about getting recalled

San Francisco has areas of procedural and legislative bloat, making it hard for the city to serve its residents effectively. Give three examples of legislation that should be repealed.

1. Discretionary Review Process for Code-Compliant Projects**:** Let’s get more housing built with as little delay as possible
2. Redundant Small Business Notification Timelines: let’s remove the bureaucracy for small businesses to make improvements
3. Vision Zero: If there are pilots for streets for traffic calming let’s test them quickly for efficacy unlike the failure that was the center bike lane on Valencia St

What is an "out there" change that you would make to state/local government policy, if you could? For the purpose of this question, you are not constrained to the office of Supervisor, District 10.

I would gamify the reporting of criminal activity which includes shoplifting and street drug usage.

Have residents submit video for points and have it publicly viewable.

I welcome the SFPD and DA’s office to create stay away orders for shoplifters and putting up flyers of criminals.

Your Leadership

We’d like to learn more about your leadership style and plan to execute effectively once you assume office.

When in office, how would you balance the needs of the electorate with the demands of special interests? Where do you foresee this being the biggest challenge?

I would consult with more seasoned moderate supervisors to support their legislation and generate creative ideas based on user research from voices from all ethnicities in D10.

I would not let unions or entrenched political figures sway or inform my decision making, nor be concerned about currying favor to win a 2nd term in office.

When in office, how would you balance the needs of your district with the needs of the city? Where do you anticipate this being the biggest challenge?

I want to be a cheerleader and megaphone for my constituents.

I’m sure I’d get pushback for wanting more video cameras from individuals benefiting from their criminal activities not being taped.

How do you think the day-to-day management of a Supervisor’s office can be improved? How do you plan to run your office?

I’m a huge fan of Supervisor Mahmood using social media to keep his constituents informed of his legislative actions and promoting small businesses within his district.

If you could measure the success of your term by 1 metric, and 1 metric only, what would that metric be?

Actions speak louder than words. What meaningful action got taken.

Public Safety

What is the #1 public safety issue today? Why do you believe this is the #1 issue?

City wide, it would be the open-air fentanyl markets and organized retail theft rings & shoplifters that terrorize our neighborhoods.

What power would you have to solve this issue?

I would be a vocal supporter of fully funding SFPD including foot patrol units, more flock cameras and drones.

What three things would you change about how SFPD operates?

For the Bayview station I would want online meetings

When considering appointments to the Police Commission, which sets SFPD's use of force guidelines, what do you consider to be important in the candidate? Please include what you believe the ideal candidate’s views are on the following: public drug use, sidewalk vending (including food and stolen goods), use of police technology (drones, AI), and shoplifting.

Representation by people who support law enforcement and technology to assist in public safety.

Substance abuse

In general, how should the City handle people who are abusing drugs on City sidewalks?

Take away any benefits they receive from the city including CalFresh and CAAP. Place them into the jails.

If someone is passed out from drugs on the sidewalk, how should the City respond?

Treat them as public nuisances and build more RESET centers

Yes, I think sober housing has been proven to be highly effective and championed by Supervisor Dorsey.

Would you continue or change the city’s harm reduction policies that distribute drug use paraphernalia beyond clean needles, such as pipes, foil, etc.?

I would advocate for defunding any non-profit that willfully distributes drug paraphernalia with an eye on the SF AIDS Foundation & Glide Memorial Church.

Mental Health

Should San Francisco amend our current laws around mental health crisis intervention to better help people suffering on the streets? If yes, why and how? If not, why not?

Yes, as someone who has been placed on four 5150 holds between 2013-2015 I strongly believe in getting people professional care.

What aspects of San Francisco’s conservatorship policies would you change?

Make it easier to 5150 people

Some have argued that San Francisco should place people who are experiencing mental health crises on the streets into involuntary mental health holds at psychiatric facilities. Do you agree or disagree with this view? Please explain why or why not. If you agree with this view, please outline some guardrails and oversight the City must provide to prevent abuse. If you disagree with this view, please outline your preferred alternative solution as well as any drawbacks it might have and oversight it might need.

I agree as someone who has been placed on involuntary holds four times in San Francisco

There needs to be more security at SF General Hospital and other facilities so staff feel safe

Small Business

What would you change about the process of new retail business formation in San Francisco, across zoning, permitting, renovations, fees, and financing? Please be as specific as possible.

I’d borrow ideas from Manny Yekutiel’s Vacant to Vibrant plan to create a grant program to help start-up new retail formation.

Remove all zoning restrictions for new small businesses for four years.

Furthermore I’d want to turn 3rd street in the Bayview into an arts district and beautify the neighborhood with murals that are Instagram worthy to market the area.

If San Francisco adopted policies that allowed all non-vice businesses to open without special hearings, what would you do to help local small businesses compete with large national chains?

There should be funds set aside to use social media to promote small businesses similar to the SF Chamber of Commerce’s Instagram @ShopDineSF

I’d want to allocate marketing dollars for creators to help market local businesses.

Housing

Do you believe that San Francisco has a shortage of homes? Why or why not?

Yes, there’s a reason why Mayor Lurie has put together the Family Zoning Plan

Do you believe that housing prices are set by supply and demand constraints? Why or why not?

Yes I do.

Take Austin, Texas for example:

“A surge in new home construction and policy reforms has transformed Austin into a major buyer's market. Aggressive development of single-family homes, multi-unit complexes, and ADUs has corrected the housing bubble, driving the median home price down to about $414,950—a 24.5% drop from its 2022 peak.”

Do you think Mayor Lurie’s Family zoning plan is too ambitious or not ambitious enough? Why?

I think Mayor Lurie’s plan has been vetted as something realistic which can be implentable

Do you believe that building more housing is the #1 way to reduce the cost of living in San Francisco? Why or why not?

I believe that Unions are part of the reason why more construction is not happening and blocking more tiny homes from being constructed.

Modular homes could be placed on church properties.

Transit Infrastructure

Do you believe the MUNI funding crisis should be solved by taxes alone? Why or why not?

We can not tax our way out of MUNI’s funding crisis.

Shut down stations that are underutilized.

Let’s force MUNI to act like a lean start-up.

It’s unbelievable that MUNI is run on floppy disks.

Government has built in inefficiencies for job security, let’s modernize the infrastructure as quickly as possible and fire people.

Should it be the policy of San Francisco to build a citywide protected bike lane network? Why or why not?

No, because electric bicycles & eScooters should be regulated first

Is Vision Zero the right goal? Why or why not?

No, let’s press the levers on more speed cameras and license readers to reduce pedestrian fatalities

Should San Francisco prioritize buses over car traffic by creating more bus-only lanes and directing traffic enforcement officers to ticket drivers who ignore the restrictions?

Let’s use AI with traffic signals to speed up traffic.

Why bother with using traffic enforcement officers where you can just use license reader technology to automatically ticket people?

Budget

San Francisco is facing a large budget deficit due to declining tax revenues from our struggling downtown. What would your approach be to fix this?

San Francisco is headed in the right direction under Mayor Lurie.

More conventions and tourism could result if we focus on solving our open air drug markets and consumption.

If we can get assistance from the federal government with regards to public safety.. I welcome it.

City Hall staffing has grown 27% while the city’s population has stayed stagnant. Would you support right sizing city government to rebalance the budget? Why or why not? Compare SF to other cities & counties.

Yes I would. San Francisco has to close a budget deficit. Let’s use AI for efficiencies and reduce headcount.

District-Specific Questions

Do you have a 100 day plan for when you take office? If yes, list your top three deliverables, and the metrics you will use to measure progress by Day 100.

My 100 day plan would consist of unblocking initiatives due to Shamaan Walton: more Tiny Homes, RV removal & removing people hired under his administration

District 10 includes some of the City’s largest entitled redevelopment sites, including Hunters Point Shipyard and Candlestick Point. What actions would you take to accelerate safe, accountable delivery of housing, parks and infrastructure on these sites?

Set up a dashboard of development projects, list blockers and have monthly updates.

Given the Mayor’s Family Zoning Plan was passed, what changes do you want to see in D10’s housing production between 2026-2030 (at all income levels)? What can you do as Supervisor to ensure the new zoning actually turns into permits, construction starts, and completed projects?

Use the office as a bully pulpit to hold stakeholders accountable to goals.

Many longtime residents fear being priced out as the Bayview becomes more desirable. What policies would you support to help existing homeowners, while still welcoming new housing and investment? Please be specific and name funding sources, responsible agencies, and metrics you will track.

I’d speed up the assessment appeals process for a reduction in property taxes.

I’d put money into marketing via creators on YouTube, Instagram, etc

Bayview’s gun-violence rates remain persistently high. What is your plan to reduce violent crime while rebuilding trust between SFPD and the community?

Unpopular opinion: put more cameras in high crime areas

Do you support expanding foot patrols in District 10?

Yes

District 10 has borne the brunt of the City’s environmental burdens — power plants, shipyards, freeways, contaminated groundwater, and illegal dumping. What specific environmental-justice policies would you pursue for residents of D10, and what measurable impact would you target by 2030?

I would focus on speeding up development at the SF Shipyard and Candlestick Park

Despite the addition of the Central Subway, and D10-specific transit upgrades in motion, many improvements are not fully delivered, and residents still experience D10 as “transit-poor” in terms of speed, reliability, and easy connections. What would you do to improve transit in D10? What metrics would you target by 2030?

Increase the amount of shuttles used by the Bayview Shuttle. Partner with Zoox, Waymo, etc to provide discounted pricing to people living in D10.

How long have you lived in San Francisco? What brought you here and what keeps you here?

I’ve lived in San Francisco since 1998. 1998-2013 in Potrero Hill, 2016-Present in Bayview Hunters Point.

I moved to the San Francisco Bay Area from Southern California for a variety of reasons: my girlfriend lived in San Francisco and to attend the Academy of Art to get a 2nd degree in marketing starting in the fall of 1997.

I ended up dropping out of the Academy of Art and started working as a production designer / web designer at adjacency (web design agency ) starting February 1998.

THE Garry Tan was an intern at adjacency while in High School starting June 1998.

I love living in San Francisco for the weather, access to live music, museums, art galleries, independent movies theaters, etc.

What do you love most about San Francisco?

I love that San Francisco is easier to get around in than Los Angeles.

What do you dislike the most about San Francisco?

As a dual citizen of the USA and Taiwan, San Francisco disgusts me with people consuming drugs on the streets, in fentanyl folds and brazen shoplifting where staff and security are powerless to stop criminals.

Tell us about your current involvement in the community (e.g., volunteer groups, neighborhood associations, civic and professional organizations, etc.)

I’m qualified to volunteer at the Potrero Hill Neighborhood House, which I’m hoping to more of after the election cycle. I enjoyed volunteering for their Halloween event.

On the down low I’ve been volunteering for the city of San Francisco since Jan, 2025.

Why do you want to run for public office?

I’m wanting to express ideas I have as a long term resident of District 10.

Educate people about mental health as someone who was clinically diagnosed with Bipolar 1 the summer of 2015 who was placed involuntarily into mental health facilities via 5150 four times during 2013-2015 in the San Francisco Bay Area.

I’m hoping to use my platform to rally Taylor Swift to perform in San Francsico, as her presence here would have a massive economic impact.
